Hi,

I will not play games but will install Windows Vista. Is it necessary to buy a separate graphics card along with a new PC to take advantage of new features of Vista?

If so then which card is the best? What about ATI cards?

You can run Vista without a grafix card.
But all the eye candy (Aero, Flip 3D) wont work
Also, you'll put excessive load on your RAM.
So, to enjoy Vista, a dedicated graphics card is recommended.

Right off the assembly line
Your best and most viable bet for a graphics card that runs Vista well enough and more is the Gigabyte 8600GT. Even though you have to spend a little more than you actually wanted to, you won't regret ever making this decision. An update to your system ram to a 2GB one is also a good one.As for ATI, they have still to catch up with nVidia in terms or performance and price coupling. So don't look to that direction at all.
