Contact mdcomputers/vedantcomputers(check their sites,both are in chandni chowk I think).
Based on google search I got these two names too.
Called both and got the same reply "No. We don't repair graphics card!!"
What I am looking for now, is someone who has actually set up a watercooled GPU in Kolkata. These people can probably fix my issue trivially, but so far the seem elusive.

What happened to the fans? Your best bet would be to go to an authorized oem service centre but they will charge you excessively.
Better not,as per a recent reddit thread about MSI out of warranty gfx card repair experience at their own service centre,it is a waste of both time & money with still no success.
