Good Camera Android phone in 15k+

Looking to buy an android phone this festive season so my budget is 15k but can extend to 18k if its worth

Things I am looking at are as follows

1- Camera (Doesn't matter if its 8 or 13.. results should be good)
2- Dual Sim
3- 5' or max 5.5'
4- 2GB RAM
good battery is plus

I just need a good performing ROM so doesn't matter if development support is not much also I can settle for Indian/Chinese brands if no good phone is available.

you can also have a look at Lumia 730 if you are willing to switch from android,its camera is easily the best in the range and battery life is roughly 1.5-2 days of rough use
windows phone 8.1 has matured very well and is now a proper player to give competition to ios and android,it still has a few thing like usb otg etc missing but it makes up for it with sheer speed and camera and battery performance
