I seen Many Great Mobile Phone Deals On Global Ebay.
Note- I don't care if phone will work with indian sim or not, Because I want to use it As Multimedia Device
So If I Buy Any GSM/CDMA Carrier Locked Phone From Global Ebay
Will I able To Use It quikly or I need that carrier sim to activate my phone, I mean To say Do Carrier Locked Phone have any Special Setup at First Boot for which carrier sim is required or we can start using phone as normal unloked phones.

I think locked phones should work as a multimedia device without a sim, but for using them as a phone, you'll require the carrier's sim.

^ you can buy AT&T phones without contract and get them unlocked rather easily compared to sprint ones.
no, they won't require a special setup.
