Gaming/music production/multimedia rendering PC, at ₹40K

1. What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')
Ans: I'd like to build a future-proof machine for decent overall performance, for occasional gaming (The Witcher 2/3, The Talos Principle, Borderlands 2/The Pre-Sequel, etc.), standard music production (FL Studio, Cockos Reaper, etc.), and some work on Blender (3D rendering, video editing). Might get into indie game development later (BGE, Unity, Unreal Engine), so it would be nice to have decent hardware for that.

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
Ans: Around ₹40,000, including monitor costs.

3. Planning to overclock?
Ans: No.

4. Which Operating System are you planning to use?
Ans: Windows 10 (I own a copy), Xubuntu/Solus.

5. How much hard drive space is needed?
Ans: 1TB, at least. Not looking for an SSD.

6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of monitor you have.
Ans: Yes. 18" to 22" is the size range, 1080p the minimum resolution.

7. Which components you DON'T want to buy or which components you already have and plan on reusing?
Ans: Speakers/Headphones.

8. When are you planning to buy the system?
Ans: By Diwali this year.

9. Have you ever built a desktop before or will this be done by an assembler?
Ans: I haven't built a gaming desktop before, have reassembled a standard home PC.

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans: Moradabad, Uttar Pradesh. Will buy parts from Nehru Place, New Delhi. Not looking forward to buying online, but will consider the option if the discounts are worth it.

11. Anything else which you would like to say?
Ans: I'd like AMD over Nvidia, wherever it's reasonable. Also, I'd like to keep the cabinet's power usage under 400W.

RAM: Any ryzen supported 8GB DDR4 3000 Mhz ram (supported ram list: *www.amd.com/system/files/2017-06/am4-motherboard-memory-support-list-en_0.pdf)
HDD: WD 1 TB Blue

Case: Corsair Carbide SPEC-04
Monitor: LG 22MP68VQ-P

Even if you decide to go with 1500x, you'll save only 1-1.5k (which won't be worth saving that way).

It might take a year for the prices to settle down because of the GST. So don't expect it to happen too early. OK.

For ram it might fall if production gets to normal speed. For rest of the components, you may get newer PSUs. That's about it. If you cut the wrong corners, you could end up with a fried system.

Apart from that, most builds I've been looking at recently pick the FX 8350 as the CPU, which makes me wonder if a Ryzen 5 would be worth it at the moment. Does the latter (series) have significant advantages over the former, or is it mostly future-proofing?

Where did you see the builds with an EOL(End of life) Processors like FX8350 buddy when AMD Ryzen 5 & 7 Series has been released and their performance is 2 times of that of the older gen processors. Even their power intake is large when compared to similar processors of their times belonging to Intel.
Now AMD has made a big difference after a decade. I hope this kind of competition is required between the heavy weights so that we might see price cuts from both sides which is advantageous to the End Users in the end like us. OK.

FX series is EOL. Who told you to get a config based on them? Where are you even finding such builds at?
