1. What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')
Ans:Games : Witcher 3, Assassins Creed Origins, Need For Speed Payback, GTA 5 (of course :p), The Division and all other graphic heavy games but these mentioned essentially
Applications: Adobe Photoshop, Premier CC and some other video and photo editing softwares

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
Ans: $3500 and i can extend upto $4000

3. Planning to overclock?
Ans:Yes

4. Which Operating System are you planning to use?
Ans:Windows 10 (64 bit of course)

5. How much hard drive space is needed?
Ans:1 TB at least

6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of monitor you have.
Ans:I need a 4k monitor more than 21 inch and upto 27 inch would be okay

7. Which components you DON'T want to buy or which components you already have and plan on reusing?
Ans:I want all the components including keyboard mouse speakers and webcam

8. When are you planning to buy the system?
Ans:Next year (May 2018)

9. Have you ever built a desktop before or will this be done by an assembler?
Ans:This will be done by a local assembler. I just need the names and prices of components

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans:I live in Pune, India . Iwant to buy stuff locally ...if any component is not available...i would buy it from amazon

May 2018 is 6 months away by which time there would be a lot many changes in pc components market.Ask 3-4 weeks before actually buying the components.

Yeah but still I wanted the information as if I am buying it today
Then you are better off buying 8700k+ Z730 mobo+ 2x 1080Ti with a 4k gsync monitor.

Edit: I did the math and you won't be able to fit this config in 250k budget (even with 2x 1080 instead of 1080ti)

I am the master of my Fate.
Buy a single 1080Ti and add 1080Ti later if its exceeding the budget.

But if u plan to upgrade in 2018 then wait for some time for Nvidia Volta.

Doesn't makes sense to recommend threadripper over 8700k for mostly gaming usage. It also doesn't comes with a cooler. Ram is way overpriced. That SSD capacity also makes no sense, HDD as well. PSU is not appropriate (716W is the TDP of the system. Link: System Builder - Threadripper 1900X 3.8GHz 8-Core, GeForce GTX 1080 Ti 11GB AMP Extreme, S340 Elite (Black) ATX Mid Tower - PCPartPicker )

It's not 716w but 582w PSU that is needed for the above system.

So the PSU would be loaded to ~94% of its capacity most times. And you think that's ok for longevity of the system? Nobody pairs a 1080/1080Ti with under 750W psu. OP wanted a SLI config, so 1200W or above is needed.

SLI or Crossfire is not at all recommended. So only single GPU system is always best.

Zangetsu

I am the master of my Fate.
If OP is willing to go for SLI setup then he can go with it if budget is not a constraint.

But I will not go for SLI right now, as if I had to build a powerful config.

And 1080Ti is sufficient for 4K gaming but not on Ultra settings @60fps.

Ok!I am all for "open debate" but debating something that is going to be bought 6 months from now is just pointless.I am locking this thread & @Suyam Kale can create a new thread 3-4 weeks before buying parts in may 2018.

@bssunilreddy @SaiyanGoku No offence but I think you both have been trolled by op.I would have simply locked the thread right after seeing replies like "I am a casual gamer with a lot of money" "Yeah but still I wanted the information as if I am buying it today".
