Desktop VGA out to S-video cable/connector

Hello,
I have an old CRT monitor attached to my desktop. I want my laptop to use the desktop's VGA out for display. However, I have no IN ports attached to my laptop. So, I am thinking of attaching an external TV tuner card (through USB) to my laptop, and then attach the VGA ->S-video cable from my desktop to the External TV tuner to my laptop.
OR
may be an external capture card for my laptop to record any VGA out?
will this be possible?

You want to use the laptop as secondary monitor? if yes then there is softwares available which can do this.
