Core components for new HomePC

1. What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')
Ans: Currently mostly browsing, movies, MS-Office. Maybe gaming next year. I'm heavily inclined toward an intel build with an integrated GPU.

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
Ans: Upto 30k for CPU+Mobo+RAM+Cabinet. Can be stretched by 4-5k if its really worth.

3. Planning to overclock?
Ans: Nope

4. Which Operating System are you planning to use?
Ans: Win10

5. How much hard drive space is needed?
Ans: Already have multiple HDDs

6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of monitor you have.
Ans: Already have LG FullHD 60Hz 21.5inch (LG E2260V)

7. Which components you DON'T want to buy or which components you already have and plan on reusing?
Ans: Will be reusing Monitor, Seasonic Eco-430 PSU, 860 Evo 250GB, 2x 1TB Blue, 1x 2TB Purple, APC 600VA UPS & Logitech 5.1 speaker system, KB+Mouse from my current system.

8. When are you planning to buy the system?
Ans: Next 1-2 week.

9. Have you ever built a desktop before or will this be done by an assembler?
Ans: Built few for friends & myself several years ago.

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans: Kolkata will be my nearest big offline market. Also comfortable buying online if the price is good.

11. Anything else which you would like to say?
Ans: Currently it'll be used for basic purpose only. I won't be upgrading for next 5 years at least. I don't game but my brother is interested and next year I'll be giving him this machine with a fresh GPU, PSU & Monitor too if the current one is not upto the mark then. So, I want rest of the things to be as sturdy.

Actually I was planning to get complete setup next year only but the current C2Duo machine is giving too much trouble from time to time. I must get new one now.

Got a Asus xonar DG PCI soundcard for my 5.1 speaker so preferrably a motherboard with PCI slot.

Considering these...
CPU : i5-8400/8500 to 9600K whatever fits in budget
Mobo : Gigabyte B360M D3H or Asus ROG B365G-Gaming (Around 8k) or similar
RAM : Any reputed 2400/2666 Mhz 8GB stick
Cabinet - good air-flow is must as in summer its quite hot here & I don't have AC in my room.

Forget about overclocking 'k' version processors on such cheap mobos,you will also need to invest in a 4-5k aftermarket cpu cooler for those. Better extend your budget a bit & go for Ryzen system especially if you plan on keeping your system for at least 4-5 years. Ryzen 3600 costs 17k & asus tuf gaming x570 mobo also costs 17k. 8gb 3200MHz ddr4 ram costs ~3.5k. Corsair 100R is good cabinet for 3k. You should also change your psu to corsair CX450 for ~3.6k.This is far exceeding your budget but it should also last much longer.

P.S. no pci slot in any good mobo nowadays.

First of all thank you for replying.
Overclocking was not in my mind at least not in near future and I was explicit about it in my OP. Excuse me for sounding silly but it was just those higher clock speed in 9600K nothing else. Also forgot about cooler on 9600K, thanks for reminding that i need to separate few thousands for that.
One of the reason for not going with ryzen is that most of them comes without integrated GPU and I was planning on skipping GPU for now(budget restraint & also not required right now) so I can add a good one when I accumulate enough funds for that.

In case of no PCI slot do you think quality of on-board audio on such motherboards would be comparable to my aged Asus Xonar DG card ?

most of the integrated audio solutions that are commonly found in today's motherboards will be at par(if not better) in terms of quality as compared to a budget discrete sound card like the xonar dg.

You can buy a cheap used card like GT710/730 for ~1-1.5k from olx in your city just for display output. As for audio output that depends on you.I mean whether you can differentiate between xonar dg & onboard audio because many audio enthusiasts claim they can.However it also depends on speakers/headphones you are using & unless they cross 5k price range I doubt there is a significant difference between modern onboard audio & xonar dg unless you have really good ears towards sound quality.

You don't need an after market CPU cooler if you aren't going to overclock. The stock fan cooler (even intel's) works just fine.

I use i5-6600 with the stock cooler and yet to see temps above 67c.

This is outdated info. Intel 8th & 9th gen processors(especially 6 cores & above) run much hotter than 6th/7th gen.Just check reddit threads & you will see people reaching 90C in cold climate countries with 90% load & overclocked 9th gen even when using air coolers much better than hyper 212 let alone stock cooler.
