Choppy HD playback and slow speeds

Right off the assembly line
I have a Desktop with Windows 7 Ultimate 32-bit SP1 with AMD Athlon(tm) 64 Processor 3000+, ~1.8GHz processor, 1.5 GB RAM and a VIA Chrome9 HC IGP Family WDDM graphics card with 45 MB dedicated memory which is very poor. My motherboard is also from VIA and i guess the graphics card is inbuilt. I also have MBAM and Bitdefender 2013 the latter being original. This system is around 8 years old and I am seriously considering buying a new system after about a year.

Now coming to the first problem i am facing. My system frequently slows down and is getting really frustrating. I have scanned with MBAM and BD and there are no viruses. I guess this is happening becoz of the RAM or processor, i am not sure.
The second problem i face is with VLC media player. I have the latest version and everytime i watch an HD video, it gets choppy and the sound gets badly unsynced. I will attach a snapshot below. I think this happens because of the pathetic graphics card. I have watched the same HD video on my brothers laptop and works without a problem, the laptop being bought in 2013.

I would like advice on how to fix this issue, whether it is upgrading to a better RAM memory or a new Graphics card.
 
Disassemble the PC, clean it up and reassemble it. It's probably a throttling issue due to heat. Also, update all drivers, defrag the HDD and remove junk files using CCleaner.

no point beating a dead horse.for smooth HD playback a recent cpu+graphics card is need(or any latest intel core i processor which has inbuilt graphics).

Adding more ram to your ageing system probably isn't gonna make much of a difference to its performance. Try using an alternate video player such as media player classic and check whether it eliminates the stuttering or not.
