Building a PC, advice/suggestions required

Hi guys, been lurking these forums for a while now. I need to upgrade from my ancient desktop to something more usable now, so after some research, I've shortlisted a few items, let me know if I should make any changes or stuff.

First, here's what I'm currently using (please don't laugh!)

Intel Pentium E2140 @ 1.60GHz
Some Lenovo Thinkcentre 671 mobo. Speccy and other utilities can't recognize the actual model.
64 MB SiS Mirage 3 graphics (I suppose this comes with the Lenovo mobo, but I could be wrong)
2 GB DDR2 333 MHz memory
74 GB Hitachi hard disk
Viewsonic 19" monitor

I'm looking at building with the following components:

Intel i3 4150
Asus H81M-CS
Kingston 2 GB DDR3 1600
Antec BP300 SMPS
Cabinet I might get something locally, not sure about this yet
Haven't yet decided about the hard disk, want to reuse the 80 GB Hitachi hard disk I currently have.
Monitor, same as above
I have a 1 TB WD external hard disk, so storage is not a problem.

This will cost me around 15-16k. If possible, I'd like to reduce this a bit (CPU/Mobo seem like the bare minimum, though, so won't cut corners there). Otherwise I'll wait a bit more and save up some more before upgrading.

Let me know what you guys think.

1. What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')
Ans: Home use. Younger brother will probably do some mild gaming. Watching videos, listening to music, using Office etc.

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
Ans: 15k

3. Planning to overclock?
Ans: No.

4. Which Operating System are you planning to use?
Ans: Windows 10

5. How much hard drive space is needed?
Ans: Have a 1 TB external hard disk, will probably repurpose my old Hitachi hard disk, so I don't need a new one.

6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of monitor you have.
Ans: No. Will use my current Viewsonic 19" monitor. 1280x1020 pixels as far as I can tell.

7. Which components you DON'T want to buy or which components you already have and plan on reusing?
Ans: Hard disk, monitor, speaker, keyboard, mouse.

8. When are you planning to buy the system?
Ans: In 15 days.

9. Have you ever built a desktop before or will this be done by an assembler?
Ans: Father has built desktops as his business, but I'll go for an assembler this time I think.

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans: Hyderabad. Will source CPU, SMPS from Delta Page in Chennai. Cabinet from local market. Mobo online, if I get a better price versus Delta Page.

11. Anything else which you would like to say?
Ans: I've mentioned my current setup and desired setup above, I'd like you guys to comment on that as well as providing your own recommended setups. I'm trying to understand this better and would like you guys to rate/comment on my first attempt.
