Build cpu under 40k

I want to buy a brand new CPU and my budget is upto 40k. suggest me a good graphic card and best processor

A brand new i5-4690k is for 16k. A brand new Zotac GTX 970 is for 26k.
You could stretch 2k more and get these two.
