if you can manage with no warranty, then LG Optimus G (AT&T) version at 16-18k is the best one, though the phone is USA specific and you may face problems if the phone needs repair work.

check out greendust.com, there is Optimus G, LG L90, Nexus 4 for very good price. Dunno the quality of the refurbished phones though
