Any tablet that can replace laptop?

Is there any 10" and above tablet which can replace a laptop for Web dev work, heavy Chrome browsing, acessing HDDs via USB, HD content viewing etc for max 22k?

It needs to be snappy and responsive, and I don't know if windows tablets are any good.

Or would buying a second hand laptop be a better idea?

Never ever buy any 2ñd hand electronics products,may it ,be a smartphone,camera,tablet,laptop,desktop-pc,etc. whatever it is.
In that case don't buy.
As for your query you may look out for Micromax Canvas Laptab LT 666 ,which will satisfy your needs.
Priced at Rs.15k it is a good buy.
Micromax has come a long way from its previous so called "crappy" image.
Finally your choice + wish.

I would have suggested MMX but its relatively new and not a tried and tested product yet,so if you want to consider MMX,wait for more reviews etc

also I highly suggest getting a usb hub(powered one is better if possible)
and a Mi powerbank 10400mah if your tablet supports micro-usb

All this within 22k and youll have a great experience with the best of a tablet and laptop feel

chrome OS is very poor imho
its great for older people who just want to browse the web
otherwise it offers poor flexibility
heck even Apple's Macs offer more flexibility

I think he should go in for windows tablet or even android(windows is much better as a laptop replacement,it can also run android apps using bluestacks)

Friend,hopefully more Windows based Tablet are lining up in the market.I personally think,Windows in order to protect their image branding (particularly MS the company)won't allow every petty company to adopt for making/rebranding a Windows Tablet.
At least a minimal set of standards should be adhered to by the OEM and manufacturer's...personal opinion and thoughts.

agreed but its not worth over a windows laptop or tablet imho in the same price range
rather get an HP stream 8

very true,unlike android(since its open source),windows has a verification system before allowing its software to be preloaded on an OEM's device
