AMD CPU+mobo+Ram+PSU

I have an existing ASRock x370 Pro4 + Ryzen 3 2200G + Kingston HyperX Fury 16GB DDR4. I've been having a weird issue where the PC doesn't reach POST, and it restarts after around 45 seconds. The motherboard has been replaced, same problem.

I have a very old computer that needs replacing. Thought it made sense to go for an AMD CPU so that I could swap parts to check each other.

1. What is the purpose of the computer? What all applications and games are you going to run? (Be exact. Which games? Which applications? Avoid the word 'et cetera.' Vague answers like 'gaming' or 'office work' will not work.)
Ans: Browsing, videoconferencing, some video recording and editing, office work

Ans: No

4. Which Operating System are you planning to use?
Ans: Windows 10

5. How much hard drive / solid-state drive space is needed?
Ans: Have hard drive.

6. Do you want to buy a monitor? If yes, please mention the screen size and resolution you prefer. If you already have a monitor and want to reuse it, then do mention the screen size and resolution of the monitor you have.
Ans: No, 22", 1920x1080

7. Which components you DON'T want to buy? i.e. which components you already have and plan on reusing?
Ans: HDD, Monitor, Cabinet

8. When are you planning to buy the system?
Ans: Now

9. Have you ever built a desktop before? Or, will this be done by an assembler?
Ans: Have built before

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans: Online only

11. Anything else which you would like to say?

I wonder why replacing the motherboard hasn't solved the problem and what the problem could be.

Did you ever try a different processor in your current motherboard?

Because the thing is, your motherboard probably supports processors like Ryzen 7 3700X. And within your budget, everything will be a sidegrade performance-wise. Just that, it will work and you won't face problems.

Did you ever try a different processor in your current motherboard?

Because the thing is, your motherboard probably supports processors like Ryzen 7 3700X. And within your budget, everything will be a sidegrade performance-wise. Just that, it will work and you won't face problems.

ASRock replaced the motherboard. They said they tested the new one with a Ryzen 3 2200G, which is also the only AMD processor I have.
I'm wondering if the RAM has failed. It is a Kingston HyperX Fury 16GB DDR4 3200MHz Memory HX432C18FB/16. I've done the cleaning contacts with an eraser, tried different RAM slots, nothing worked. Interestingly, if I try without any RAM, the computer behaves similarly. I don't have another stick of DDR4 RAM to try, but this seems a possible cause, and probably easier to borrow a RAM stick to check.

Yes, this seems to be a memory issue. Borrow and try different RAM stick(s).
