Ignore the touchscreen part and you'll have plenty of good options in your budget. Pre-installed office ones might not have good config. Instead of 1TB hdd, focus on a 512GB or above nvme ssd.
What is your primary usage?
What is your requirement?
Laptop or Desktop?

Who'd ask for a 15.6" touch screen monitor for a desktop?

Yup its a laptop.

And touch screen is must.

Secondly, pls suggest one with 512gb hdd or above.

Its for official use. And touch screen is required.....

Btw, budget is flexible.... How about those foldable from HP or any other you guys can recommend.

Thanks.

Official use as in which applications you'd be using on it primarily? Depending on it, you might be okay with a Ryzen 5 3500U laptop. Would any of your applications use touchscreen as an input?
SSD, not HDD. Both are different.

My uncle needs it. The touch screen point is to use it as a palm top for some small meetings in office.
15.6" screen would be cumbersome to use as a palm top. I had a 11.6" hybrid (Asus T200TA) and I didn't even want to use it on one hand.
If it is just for taking meeting notes or projecting slides on a screen, a large phone/tablet with stylus and chromecast like dongle attached to projector would be far useful and easier to handle.

The touchscreen is required precisely for small meetings etc.

Pls recommend one. May be a bit less size of screen

14", get the 57k variant with R5 3500U + 1TB SSD, not the fastest SSD, but more than enough. Has Office H&S as well, no numpad though. Get additional warranty as well:

How does that one not fit your needs?

Brother, it is an accounting job.

Numpad is a necessity.
Put that as necessity & look only for 15.6". You won't find a 14" device with numpad, that being said, 15" 2 in 1s are cumbersome to use as a tablet, as said earlier by Goku, even 14" ones are.

Sadly Asus ZenBook Flip, Dell Inspiron 2 in 1 & even HP Pavilion x360 are 14" at max in India:

Throwing out touchscreen is the sacrifice you need to make to get a good laptop for your budget. Importing from the US might only be the alternative as laptop options are not good in India. You get 15" 2 in 1s in the US for $1000 or sometimes lower on sales.

Could only find this 15" 2 in 1, which is not suitable for office setting:
Acer Nitro 5 Spin Core i5 8th Gen - (8 GB/1 TB HDD/Windows 10 Home/4 GB Graphics) NP515-51 2 in 1 Laptop Rs.78999 Price in India - Buy Acer Nitro 5 Spin Core i5 8th Gen - (8 GB/1 TB HDD/Windows 10 Home/4 GB Graphics) NP515-51 2 in 1 Laptop Black Online - Acer : Flipkart.com

Get 39k model of this one, sacrificing touchscreen:

^^Exactly.Do not buy any laptop without ssd because win 10 on hdd runs slower than 4-5 years old laptops running win 7/8.1.
