Not that great nowadays compared to some local ISPs which provide true unlimited speeds & most importantly same upload speed as download speed.I believe ACT,just like many similar major ISPs,restrict upload speeds to ~5mbps even if connection has 100mbps download speed.

Local ISP in my experience are very unreliable with poor service, inconsistent speed/ping/connection. With ACT I get great service, no speed issues, rare disconnections .
ACT's cheapest plan @ 750 giving 500GB - is very fair IMO.
,restrict upload speeds to ~5mbps
Not true. fast.com shows my upload speed at 70 mbps

Local IPSs give unlimited 20-50mbps for 750. Also all these speedtest sites don't necessarily show the correct picture. Best way to see how much download/upload speeds you get is by downloading a torrent with decent number of seeds but not popular in India(to rule out any local peering) & also see combined total upload speed(excluding any local peering) in torrent software. Sites like microsoft(aka windows/office updates),steam, youtube, google etc all have CDNs in all major countries so downloading/uploading from/to them will always give you max speed of your connection because data transfer is happening within your country. It is when data transfer crosses country that real nature of connection speed shows. I know for a fact that Hathway 50mbps connection will give you 50mbps in torrent software but never more than 5mbps in combined upload speed. If ACT doesn't follow this then that's good but I doubt it.

Well I cannot say about uploading outside country. 99% sure torrent upload speeds have touched 3MB/s. Also ACT repeatedly advertises that they give same upload download speed, and I really think they do, coz they are pretty professional.
btw I think the Hathway high torrent speeds are high because of peering.

Peering is fine as long as it is not the only way to get speeds.I can say that if one gets good download speeds over 3-4 transfers using xdcc bots then connection download speed is fine even without peering.I remember seeing good download speeds without peering on a hathway connection. If ACT really gives 3MBps upload speed then that's good but data caps are still an issue(even if not for majority). e.g. my upload data consumption is around 6-7TB/month while download varies from 300GB-1TB depending on the month.
