Is B450 safe now or should I go for X570 for peace of mind?

What you're planning to get is fine and good. Yeah, B450 is safe now. Since MAX series have arrived to our shore, you can try to get that (there may be availability issues).
You have 3 weeks time, I hope you will likely to find 3000 ready MAX series board.

BTW, why 16GB single stick. Expecting to fill all the four slots in the future to 64GB?

Yes I also see MAX have availability issue.
Only one stick as it is ₹ 1200 more for 8GBx2. Will it be significant performance gain in dual channel?
Currently trying to figure out if carbon ac worths the money over tomahawk. Any suggestions?

For Ryzen, Yes. There will be noticeable performance difference.

For your use any of those two will do fine and good. If you couldn't find MAX at the time of buying, go for ASUS or Gigabyte board. They do have better BIOS, PBO, XFR than MSI.
ASUS Tuf B450M Pro Gaming
Gigabyte B450 Aorus Pro

PS: You will need to update BIOS if the board is not MAX/3000 ready.

b450 tomahawk max is being sold by Vedant from kolkata for 12k approx.But is it worth buying a b450 board for 12k when cheaper x570 boards are available for around 15k?

Ain't they getting sold out? There are people who find it worth. May be not me, may be not you, but there are people who find it worth buying at that price or at least they find that's the best choice for them.

It was launched at ~10900 but they increased the price after seeing such demand.At 12k it is certainly not worth buying when you can get gigabyte X570 for ~15k.

I am confused over the motherboard. Earlier I read MSI do not have voltage offset in their bios. But they have the best VRM. So I was thinking ROG strix b450 f. Now I find that MSI have voltage offset in their January bios update. So I am still inclined to MSI b450 tomahawk/carbon ac. What do you guys think?

Don't buy MSI mobo just for "voltage offset"/overclocking because ryzen 3600 doesn't need it for majority of the cases.Only buy MSI non-max version if you specifically want good VRMs & hope you won't run into bios issues(or aftersales support because MSI has a poor one in India going by recent posts in /r/IndianGaming).

In that case I might go for ROG strix f or even save money and go for Asus TUF B450M Pro Gaming?
Only problem is these do not have bios flashback.

Buy Online Asrock B450 Pro4 AMD AM4 Socket Motherboard lowest price in india at www.theitdepot.com

If you can afford to wait & spend more then I suggest that you go for Asus Tuf gaming plus X570 for 16.9k(best X570 mobo under 20k) or even gigabyte X570 gaming X(similar to B450 mobo but with much better VRMs & of course native Ryzen 3xxx compatibility) for 15.5k.

For RAM you can get these ADATA XPG GAMMIX D30 8GB (8GBX1) DDR4 3200MHZ RAM

X570 boards are over budget for me. I am planning to buy it tomorrow locally and Asrock B450 Pro4 seems to be out of stock. Tough to wait, no system.

It's alright. Don't have to emphasis too much on VRM alone.
Check for features you need in the board and narrow down your choices. If your top pick is not available when you buy tomorrow go for the next one.

can you post the date of manufacture/import of your asrock mobo?was it ryzen 3000 ready out of the box?

how much did you spend on the board and what was your total expense on these purchases?
