hotkey

Is there any way to add a hotkey to some actions in a VB.. for example in case of webshots ctrl+alt+w will change the wall paper.. is there any method to do so in VB program.. Note that i have not asked how to add shorcut key-->it's easy.

Is there any way that i can add a hotkey to any app in windows..i.e, when i press a combination of keys that software launches.. I know one way via changing the shortcut key in the properties of the link of the software.. Is there any other way..most preferrably a registry way...
