dissabled

hey today when i m trying to change theme of my profile. after that i m not able to sendscrap to anyone. and also i m not able to add new friends when i m trying to do that it says that that feature is currently dissabled so tell me guys how to get rid from this problem?:D:D:D:D:D:D
