bitrates

So I have some MP3s in my PC in high bitrates which I want to transfer in my mobile in lower bitrates. So which free MP3 to MP3 encoder should I use. I earlier used Jet Audio , but I don't see the option of MP3 anymore in there!! You suggest!!!
