i would suggest you make it 13k and buy a sapphire r9 270x. i bought that one a few days back. although i had to buy from flipkart at a price or 13.9 k . i am sure if you live in any metro city you can get one nearing 13k.

i saw somewhere that corsair GS series make a funny fan sounds. seasonic is far ahead of those low end corsair psu ( not high end, they are better) . On topic go for seasonic 520/620 . much better than corsair.

i guess 280x requires a 8+6 pcie power. i dont think corsair 450 watt have that configuration. in PSU it is always better to be on higher side. powering a 8 pin via 6 pin to 8 pin adapter is not such a good idea. btw if you use 280x you also have to use a 2-3 cabinet fans to cool it . so get a...

My psu budget is less than Rs5000. later i kinda like to upgrade to a R9 270x or 280 graphics card along with that a Rs 12000 intel procc(amd procc is too power hungry) .Also will seasonic S12 512 watt psu power my future upgrades.
