Budget CPU + Mobi + RAM Combo

Hi,
My I need a PC to run for browsing, watching HD movies etc. Unfortunately my Budget is very low. I have all other components except cpu mobo ram. Budget 3 to 4K max.
I'm thinking about 3rd Gen Intel i5 CPU with H61 Mobo and 8GB RAM. I think new mobo and ram available online and offline. But not sure about CPU. And I'm not sure about which model of i5 exactly will be available. I'm from Kolkata. I am open to buy from online or offline whatever best for me. Please help me with your suggestions.

If you can, try to get a Skylake i5 (6th gen) system at least. Unfortunately, I don't know where you can get these systems for cheap. You will have to buy second hand.

Don't go below 6th gen as it has DDR4 support. Also, you can't even find a good 2nd hand phone under 5k.
Even a basic raspberry pi 4 setup will cost you close to 10k.
