Actually a Windows Phone device would be perfect for you. It has very good interface, performance and battery life. The main issue is the lack of apps compared to iOS/Android but since you don't care about apps that doesn't matter. Also the Windows Phone devices give you best VFM.

I think it absolutely makes sense to buy a laptop running Windows 8 or atleast one which offers a free upgrade to Windows 8. Among Dell laptops, I would suggest going for the Inspiron 14z if you can increase your budget by a further Rs. 5k. Clearly the PC industry is moving from regular laptops...

I think an important consideration should be whether the phone would get the upgrade to Jelly Bean. Its better to choose HTC One V or one of the newer Xperia phones which have a better chance of getting the upgrade. Neither the Incredible or Desire is likely to get the update IMO.
