It depends on whether you have a discrete GPU or want to use the one integrated in the CPU.
If you want to use the integrated one, 2500k has HD3000 which is better than HD2000 in 2400 (BTW , 6550D in AMD Llano is much better than Intel HDxxxx).

First of all, I would suggest changing the psu before getting the graphics card.
You never know what may happen..........
BTW at your budget, I think the 6870 is the best option available. I would recommend not getting gtx 560 ti with your psu since it is much more power-hungry.
At your budget the best option would be to wait for the release of the remaining nvidia kepler cards so that the price of the 7850 will fall.
But that could mean a long time since they are going to be released in the upcoming months and they will be only available in India after there is...

You cannot precisely predict the performance of a GPU by just looking at the specs.
In order to know about how a GPU really performs in games you have to read the reviews made by popular and trusted sites like hardocp, tomshardware, tweaktown, anandtech etc(to name a few). :-)
