BSNL bill help.

I took BSnL broadband plan BBG ULD1275 which gives 4 Mbps till 20 GB, 512 Kbps beyond 20 GB at 1275/- per month. What I don't understand is what is the adjustments amounting to 3000/-. I already paid for modem. SO my bill is around 2000?- extra then it should be. Please help.
