Ans: Games like Dirt 2 Rally, Dirt 4, Eclipse for programming, and the usual Microsoft Word app or some free clone.

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then please mention.
Ans: 55K

Ans: No

4. Which Operating System are you planning to use?
Ans: Dual boot Fedora / Windows 10

5. How much hard drive / solid-state drive space is needed?
Ans: 500GB SSD, do I need to add another hard disk for games, I will have maybe 3 or 4 games installed in Steam at a time at the most.

6. Do you want to buy a monitor? If yes, please mention the screen size and resolution you prefer. If you already have a monitor and want to reuse it, then do mention the screen size and resolution of the monitor you have.
Ans: No, already have a Full HD monitor

7. Which components you DON'T want to buy? i.e. which components you already have and plan on reusing?
Ans: Monitor, Mouse, Keyboard, Speakers

Ans: Within a month

Ans: I have built before, but trying to get this built by an assembler

Ans: Kochi, either local assemble will get the parts for me, or I can order from Amazon and give it to him

Ans:
I have a Corsair VS450 power supply bought more than 2 years ago. Can I use this with a discrete graphics card. Also I prefer going with an AMD config.
I also have an APC Back UPS 600, will this suffice?

Following is a config suggested by local assembler.
Amd ryzen 3100- 9300
Asus mother board B450 MA- 7350
8 gb*2.(16 gb). memory, 3000-g skill-..3200*2=6400
1650 super 4 gb zodac...13390.
500 gb ssd, wd-...5890
550w smps gigabyte-3500
Cabin spec 01-3250
Total including GST... 58,400

I will of course change that SMPS to something Corsair or something else. And I don't know what that cabin spec 01-3250 brand is. How else does the above config look?

I don't know where you checked the prices, GST is already included in the price. If not, don't buy from that place.
You can check out Asrock B450 Pro4, instead.
And for PSU, Corsair CX450 is a better option.

Let's say I build the PC myself, are all the above components compatible with each other?
Is Zotac a reliable brand for GPU?
Will this config be able to play Dirt 2 Rally at 1920×1080 in medium settings?
 
Make sure B450 has new BIOS pre-flashed to support Ryzen 3000 (newer stocks have it).

Zotac is good & they provide 5 year warranty in total by registering in their website within 30 days of purchase.

Get GTX 1650 Super (not 1650), that is equivalent to GTX 1060, which a lot of games are recommending these days.

The pic from pcpartpicker is a good rig with good parts.

Amazon will likely have better returns. Some people have faced with those sellers at times, so depends. Try local market, maybe Kochi has some good PC shops with good options.

Yes, CPU is overpriced, GPU price is too much, HDD by few hundreds, there is ATX version of that board available.
Yeah, PSU is good enough.

Better/other option is i3 10100F but you prefer AMD, right?

Right, I want to go AMD. Is the ATX version of the board better, I guess the cabinet will support it anyway. GPU is available in Flipkart for below price. I have not tried md computers or prime abgb, not sure how reliable is their return policy.

R3 3100 has been 8.5k with some sellers even recently. PCpartpicker India almost always has high prices (you can get 1660S for that 1650S listed price). Get price quotes from local sellers or other reputed sellers but the parts are good.

Just a suggestion, If you find 1660 Super under 20K and willing to spend that much, then better to buy that instead of 1650 Super.

Change ssd to this:

RX580 is old and heavier on PSU compare to 5500XT. But 5500XT was released at overpriced cost and prices never dropped, hence everyone either suggests 1650S or 1660S under 20K budget. See if you can find a used RX580 or even a RX480 at good prices and then may be save money and get a new GPU next year after AMD releases its new mid range lineup.

Gigabyte 1650 Super is available for 12700/- + tax in local seller. Is Gigabyte reliable?
It is considered lower than zotac & asus for nvidia cards so unless it really is your last option I would suggest to spend a bit more & get one from zotac or asus.

B450 mobos aren't worth above 8-8.5k due to B550. Even GPU is on the expensive side, but what's done is done.

Get any 80+ bronze rated ~500W PSU, should be more than enough.
