For 1440p minimum requirement would be 2070S
It's also worth to wait for 30xx series GPUs from nvidia later this year

For nividia cards prefer Zotac(give 2 years+extra 3 years warranty on online registration of card on their site within 28 days of purchase so total 5 years warranty) followed by asus(3 years warranty but good after sales support & build quality is also good except for their TUF series & single fan cards which run hot especially for models like 1660Ti/2060 & above.

and if i am right first nvidia will first launch 3080ti which will away above my budget and then only it will reveal new mid range which should be around next year mid if i am right. i dont think i have that much time as i am getting weird pixels all around my display if i start basic game as dota.

Not sure how zotact super mini cards fare in terms of temps & thermal performance for 2060 super & 2070 super. @omega44-xt @SaiyanGoku

Zotac 2070 Super Mini is good enough actually. A friend of mine was planning to get it, so did some research back then, but he ended up with Inno3D:
Zotac Gaming RTX 2070 OC Mini 8GB Review - KitGuru

Even if its a bit higher than RTX 2070, its still fine IMO. Max fans while gaming shouldn't be a big issue in India acoustically as most people don't have a silent room like US or EU.

@Skillrex If you can wait till year end, wait. I think RTX 3080Ti, 3080 & 3070 will be launched first, rumours are pointing towards September for now. They will surely like to have sufficient supply before Holiday season sales, even though that's not a big thing in India. Maybe we will get RTX 3060 by Jan. AMD's next gen GPUs are also coming this year. It is being used in next gen consoles as well.

For now, RTX 2060S is the best for 30k, if you can find one. I don't recommend it usually as its a bad value proposition, just 10-15% better performance than RTX 2060. Prices have increased due to corona as well, due to logistics issues.

Yes, RTX 2060 over 2060S. Save that ~7-8k, unless you find 2060S for 30k. But you can argue that higher end GPUs are usually a bad value. 5700XT is a good value outside India, like US, where it costs similar to RTX 2060 Super.
ZOTAC GAMING GEFORCE RTX 2060 6GB GDDR6
ZOTAC GAMING GEFORCE RTX 2060 SUPER MINI 8GB GDDR6

For 2-3k more, I'd recommend Zotac any day because of 5 year warranty if you register online after purchase (2+3 years). Other than Zotac, Asus & Gigabyte are good brands, even MSI. Sapphire & Powercolor are good for AMD cards.

For under 40k, that Sapphire 5700XT Pulse looks good. But RTX GPUs have the option of DLSS 2.0 which is pretty promising, if lots of games start using it.

I'm currently trying to power up my old 10 years old system. If it boots I'll wait till this year end. If not I got no choice but to pull the trigger on anyone of them..
