If you're local repair person has a GPU, can you ask him to check your system with that?
Ask him to do the same with the PSU as well.
If none works, then send your motherboard for RMA.
It won't change in a CPU upgrade. You'll be fine.
If it's a custom build, then you'll only need the retail key for a fresh install of windows. So all you have to do is pop out your old CPU, add your new one, and that's it.
Congrats.
On the PSU, my point was that the same 7k could be spent on a 750w PSU from online. HCG is still a good PSU, and there's certainly nothing wrong in having more watts.
For the Wifi card, if your motherboard has an extra x16 slot, use a PCIe riser/extension...
12 pin PCIe connectors can draw up to 600w of power. I doubt that mid range GPUs need something like that. We're going backwards in terms of power efficiency, but it won't come to the point where 12 pin is adopted by every GPU.
650w is fine for a CPU upgrade. You can go ahead with it.
But say you want to upgrade to a beefier GPU later, like how you're doing now, and you may need a higher wattage PSU. So this is something you'll have to decide on.
If you're getting it for under 7k, its a good deal. Corsair RMx PSUs are among the best in the PSU market.
650w will limit upgrade options though, so keep that in mind. 750w PSUs cost a few hundred bucks more and are more worth it IMO.

Good to hear.
Thats fine. Some PCs do take a little time to power up. As long as your boot times are normal, this isnt anything to worry about. If want, you can try reseating your front panel connectors on the motherboard,
What will your PC be used for? If its just for simple gaming and everyday usage, a simple i3 10100(F) + H510 will work, for under 15k. Sure, you'll get better performance with the i3 12100, but unless you're a hardcore gamer or run some extremely demanding title, you will not much of a...
A good 550w PSU can stretch till an RTX 3070, not too sure about 3070 ti. What CPU will you be pairing it with? 650w will be fine. Even if a 550w PSU can handle a 3070 ti, you'll have to account for transient spikes in power draw.
