Writing DVD Video

I Wish to know if someone can give me brief steps how to create a DVD out of VCD or other video files
i.e. I have VCD .DAT file. I wish to create a DVD out of it.

I tried converting into to .vob but further, Nero also asks for some more files like .IFO etc to be present under Video_TS folder of DVD

Any inputs, pointer to tutorial etc would help.

You can use nero vision.
