Windows usually remembers the position and sizing of its windows when they are closed, especially when it comes to Internet Explorer and Windows Explorer. However, if you are launching the program through the Start Menu, then you can select its properties and and select "Maximized" under Run.

If you want to "erase" the window size and location memory kept by Windows, you can use CCleaner with the option "Window Size/Location Cache" option enabled. This will reset the cache, so that Windows will open new apps with default size and locations.
