Windows service pack & software problem

Broken In
i was downloading windows service pack and due to breakdown of electricity
the download remained incomplete.When i logged the computer again the
machine was not booting correctly and this time it give me message "windows
cannot start normally choose to start in safe mode or start normally".But
when i choosed to start in safe mode it did not allow me to start in safe
mode .It keeps on rebooting and showing this message again and again .Even
if i choose start normally it did not start and rebooted itself again.Then
i reinstalled the windows again.Now problem is that i am not able to
install NORTON ANTIVIRUS or other software cause i am getting that these
are already installed.Also i am not able to work on microsoft office.C
drive shows windows one and windows 2.The software setup are on windows 1
but i am not able to access them as i get some error messages.Please advise
what to do for this problem.Also is this due to half instalation of windows
serivce pack.

well i guess you have not formatted the HDD
when installing a new copy of winxp
well if possible reformat the HDD and then install a new copy of Winxp
