Windows Restarts Even when I try to Shut Down

I have been experiencing weird problem for a few days.

Whenever I turn-off the computer, the computer restarts. I don't know what is causing this problem. I tried various methods to solve the problem, but to no avail.
I disabled "Automaically Restart on Failure" from "Start Up and Recovery". I checked my bios setup for any "Wake-up on Lan" or other similar options, but I found none. I deselected "Allow the computer to turn-off this device to save power" rom my Network Adapter properties. But the problem persists.

I am posting the error log:

Error: c000021a (Fatal System Error)
The windows Logon Process system process terminated unexpectedly with a status of 0x00000000 (0x00000000 0x00000000)
The system has been shut down

"

Can anyone help to work around the problem?
I would appreciate it.

I have a quick method to all such windows unexplained problems..... restore a healthy image created after a fresh install. If i dont have a healthy image, then reformat the system and keep a healthy image now for any future use.

It takes only 15 mins to restore such disgusting issues. Discussing on forum, finding the problem, applying the solution can take really long time and I dont have the patience to wait that long.
