Is it getting detected anywhere else? If yes, then try to uninstall current default driver from microsoft and install the latest one from your manufacturer. If it isn't getting detected anywhere else also, then it is dead.

noticed something funny....i used another microsd card ext reader which read my microsd card in F drive..but another larger quantum microsd card reader external when used to read my camera walla toshiba N203 16 gb sd card wont read this card nor be identified in the pc...same when this 16 gb inserted in the pucca sd card inserted in slot in this pc ...it wont identify the card..btw this 16 gb card readable in any other pc...aim is to get the 16 gb camera card data in the pc

Use it to transfer the data from the sd card. As for the card reader, there is a strong possibility that it may have gone bad.

Check device manager if it shows up there. Expand all and post screenshot if there is a yellow exclamation mark on any of them.
In which other pc have you found this 16gb card working? It may be that sd card reader of laptop itself has gone bad. Only way to confirm though is by checking with some older windows version or live linux version having card reader driver for your laptop.
