That is due to the sales promotion gimmick of the Hard Disk Manufactures. They count the disk space in the power of 10s while widows counts in power of 2s and there lies the differance.

eg 1 mb = 10x10x10 = 1000 bytes as per hard-disk manufacturer
1 mb = 2x2x2x2x2x2x2x2x2x2= 1024 bytes as per windows

so when Hard Disk Manufacturer will show that you have 1 MB, windows will show that you have something like 0.98 MB

always multiple the exact value shown with 1024*1024
say u have ur hd showing 38.4 GB means 38.4*1024*1024 and u get the value in bytes... which is the exact content

yeah..hailgautam and the.kaushik are right.
hard disk manufactures count 40 Gb as 40,000,000,000 bytes..which when conuted in 1024 term will give you around 38 Gb.

so,no need to worry.

Bcoz the computer adopts the easy method for counting bytes.IT take 1kb to 1000bytes,1mb to 1000kb and so on.Th4ere is nothing to worry.
I have 80gb and the total is 76gb.
lol computer is alsi lol!!
I wonder why is it so?

It isn;t no marketing strategy, neither is the computer 'aalsi', it is we who are 'aalsi', the decimal system is much more convinient for us than the binary system. Also 80 GB is more of a rounded off figure, rather than 74.3 GB or something else. Easier to remember for us.
