AMD would be good, cos due to Core 2 Duo, they have reduced their prices a lot. Core 2 duo beats it, but it's not available yet, atleast 2 months, before u can find them on sale in indian market
Since u r buying a new PC, it's adviced to get the AM2 socket based system
Athlon64 AM2 3800+
nforce5 based motherboard, one thing is that u won't find onboard graphics right now, with AM2
U can also look for Asus M2NPV-MX motherboard, based on nforce4 chipset & has onbaord graphics, so u can add a graphics card later if u like
1 GB DDR2 RAM or 512 MB, as much as u need
HD, keyboard, mouse, & monitor, as what u need
for the graphics card, u can buy a Geforce 6200 with turbocache as the cheap & best option or a geforce 7300GT which provides a lot good performance, despite of being a low end card, 60 frames in quake 4 isn't bad at 1024X768.
U won't be able to go beyond this config in 35k, although u can if u buy Socket 939 based computer, but then u won't be able to upgrade the CPU further.
for intel, the best config would be
Pentium D 805
Intel 945GNT motherboard, with GMA950 onboard gfx, so u can go for a graphics card later
1 GB DDR2 RAM
rest as usual, however AMD system will pawn this intel system
