If you wanna make a forum then you can get free scripts like myBB and phpBB

You can create a website on x10hosting.com or 110mb.com .
There are plenty of sites offering free hosting. You might want to have a look on adfree hosts.

After u are done simply create a .co.cc account on *www.co.cc/ enter ur URL.
