save in stylesheet.css:-
Code:
tr:hover { background-color : #ffffff };

Include in your webpage head:-
Code:
 <link rel='stylesheet' type='text/css' href='stylesheet.css' />

tr:hover won't work in IE :( and unfortunately, IE is still the most used browser!!

What you can use is display: block;

Have a look at http://www.deitydarshan.com (don't blame me for the looks or frames :D). Have a look at the button on the top-right corner. Its done with CSS. If the border is made 0 and the buttons are stacked one over the other rather than next to each other, it will give you the desired effect.
