Waves on Monitor & Reboot prob

My friend getting waves on his monitor.Is it software problem or Hardware ?

& Even after clicking on Turn Off PC gets restarted.

Wht can be a prob.

Try changing the refresh rate of the monitor to 75 or 85 hz

Changing Refresh rate fixed the problem of monitor

But yet restart prob is not resolved.
