Want Network Observation Software for internet usage ..!!

My Dear Friends

i am working in company in which have 125 computer and 12 servers

In one server connect with 512KBPS unlimited Internet Line which is charge per MB use 1 Rs.

speed very very Good but charge is also hiiiii..>!!

now i have to observer all 125 computer daily basis which computer uplode how much MB and download MB in 1 day..!!

if possibel i want to control bend with over there like per computer 30 MB puload and download in 1 day not more then that and the speed limit also 4 or 5 Kbps per computer ...!!@

all this fecility or any one of this fecility in which software..!!

I want that software give me name of that software or if possible give me link of that software...!!

it urgent....!!

server is Windows 2000 server...!!
