Video editing Suggestions please

Hi guys,

I do lots of video encoding, format conversions and editing , resizing and so on. I am using TMPGenc and Dr. Divx. Is there any software that takes real advantage of my config listed below as I do not find any difference in the time taken between my old P4 1.7 GHz and my new processor. Also can someone suggest me a software for re-sizing a movie to any resolution as I please , say from 512*272 to 352*288 or 640*272 and so on. No software allows me to resize as I please.
