Peter Schaar is the federal commissioner for for privacy protection in Germany.

"Überwachungsgerät" roughly translates to "Surveillance Device".

The Kinect camera is capable of scanning a room and using its facial recognition software to detect foreign users. If Kinect detects someone it does not recognize, it then audibly asks this person to identify themselves. Once this is done, the Kinect saves the information to the console

I think this thread was more about the privacy concerns with an always recording kinect that can send your data to Microsoft rather than it being always online....

The console does work offline, but still requires an internet connection once in 24 hours. AFAIK.
