the same drive has different name C:, D: etc in different OS

Hi I have Multiple os in my system. There are 2 HDDs and I have partitioned the first HDD into 2 partitions using FAT 32 and the second HDD into 4 partitions using the NTFS.
In the first HDD I have Win 98 in C drive, Win XP-1 in E drive.
In the second HDD I have Win XP-2 in the D drive. The remaining partitions F,G,H and CD drives I , J are there.
Now in the Win XP-1, I found name of the E drive in win 98 as D drive.
In the Win xp-2 , the same drive has another name E.
Why is it so?? why didn't the OS identify the same drive names automatically?

Since Win98 doesn't detects NTFS drives thats why you are unable to view that partion and since windows names the drives as c,d,e,f...
so one drive letter geot subtracetd due to undetection of ntfs drive and thats why it appears as D in win 98

however there are ways to view the contents of that drive in win 98 too
