If u can increase ur budget a little bit then go for Desire S its really a very good phone.

Desire S has none of these, a 5MP (HTC) cam

Also he has to increase his budget by 3k, whereas by adding just 1k he can go for Nokia N8

Well, not enough options for - Android phone with 8MP camera in 20k. Only two phones with 8MP camera (which I think are under 20k) are - SE Xperia X10 and Motorola Milestone XT720. But both aren't recommended.
You have to compromise with "good camera " part for "good android" part to keep the deal under your budget

BTW, there is another phone available - SE Xperia Neo with almost same price and specs as Desire S, but with 8MP cam.

The 5Mp camera is also good buddy and Desire S is a great phone.
I won't suggest N8 coz it has a damm slow processing and also hangs a lot,otherwise I agree that it is the best camera phone.
And OP can also get it for 2K less from letsbuy with the help of the coupon.
