I suggest you to expand your budget to Rs10,000 and go for Sony Ericsson k750i. It is a feature rich phone with memory expansion slot and 2MP Camera.

if you are content with a VGA (640*480) camera my suggestion would be Nokia 6085
Advantages:
1>It's Nokia: good resale value
2>The model is brand new in India
3>It's clam-shell design with external screen: looks a bit more sophesticated than normal candy bar sets
4> It has a card slot (MicroSD): not many phones less than 9K have card slots
5>IT has class 10 GPRS and even better it has CLASS 10 EDGE !! which is a feature not avilable in any SonyEric or motorola or Samsung cells which cost less than 13K-14K. It's a gr8 feature if you plan to browse net.
6> It is cheap 7.5k is list price on www.univercell.in you would probably get it at around 7K
8> Fully loaded with other essential features like video rec, FM radio etc.

I was planning to buy it myself but due to an unexpected windfall of 5K my budget is now 12k so i am buying Nokia 5500 sports
