speed me up.... Pleeez

Hi all..

i am having.. P4 System with win 98 SE installed
i am using D- Link DFM 560E modem
from past few month there is a problem with internet speed..dial up connection
i am able to connect to internet but if i use number starting from 172xxx after connecting to net it is dead slow..
but i an get high speed connection using other normal numbers
Y is it SO...? what to do to boost up my connection speed ... for that 172

i enquire with Telephone exchange.. but they are telling that no problem from their side..

even i changed isp from Satyam, Vasnet , VSNL and BSNL no use.....

well if there are many people connecting to the same server the problem will naturally exist
