Silent Hill 3 Help

I have P4 1.6GHz, Windows XP SP2, 256MB RAM, with 32MB video display...

I meet the minimum requirements for Silent Hill 3, but on starting it gives this error...

Can someone tell me, how can i play this game?? Can i turn off the Vertex/Pixel shader support externally??
I am attaching the dxdiag file, if needed....
