I am trying to set the locale on the Windows XP machine. Do anybody know what is the significance of a checkbox saying "Apply all settings to the current user and to the default user profile" in the 'Advanced' tab of the 'Regional and Language Options' settings?

By checking this box, it says that the settings on all 3 tabs will be set as the default setting for the new user and to the current user; and if unchecked, will specify the user specific settings.

By unckecking this check box, I found that the settings are not getting applied to the current user. I explicitly need to check this box to apply the settings to the current user. But at the same time these settings get set as default user settings. Can Anybody tell me what exactly this checkbox does?

Also, for locale settings, what parameters are required to set?
