I want to buy a new laptop for around 30K, I can stretch budget to few thousand more. I will be using this laptop basically for casual browsing and office work and also downloading torrents. gaming is not at all important so integrated GPU will also do. I am willing to get 4 GB RAM if possible.

wait for Thinkpad with 3rd gen core i3 or buy the current thinkpad. battery life is average else check HP G6 2005AX. Simply forget it has GPU as you get excellent battery life. But still thinkpad looks better. It has one of the best keyboards.

I saw you prefer Dell, Hp. But I would still like to suggest ASUS as it is really cost effective. I have used HP, and HP's laptop are good but always have a big problem of heating up. Sometimes, battery back up of HP is poor.
ASUS has a great battery back up!!!!!

Rather getting that old inspiron, get the new inspiron special edition with IVB i.e. 3rd gen i5 processors. They are much better in performance and as well as in graphics then previous ones, they starts from 40k but you can get some discounts from dell like corporate discount or govt employee discount.

You are right about IVB processors but I dont want to buy bulky 15" laptop. I am happy with 14" and I doubt IVB is yet available in 14".
