I am also looking for a PC with a similar use case. But finding it difficult to fit under 40k

~45k
i3 10100
H410 Chipset board
8GB DDR4
CM MWE 450w v2
A2000 250GB M.2 Nvme
Logitech KB Mouse combo
21.5" IPS Monitor
Corsair SPEC 01
600VA UPS

Going for a smaller monitor or even TN/VA Panel would bring the cost down by 1 - 1.5k
Going for a generic case with PSU would bring the cost down by atleast 4k
And finally opting for Pentium G6400 would cut the cost by 6k

I am finding it difficult to decide which cost cutting option(s) I should go for. You take your pick.
