A: Win7 Ultimate

6. How much hard drive space is needed?
A: Not Required. Already has a 500 GB

7. What resolution will the screen run at & whats the size of the screen you want? If you already want have one and want to use it, mention its resolution and size.
A: 19" Wide screen. 1400x900

8. How would you rate your hardware knowledge from the count of 1-10? (1 being the lowest, 5 being you are somewhat in sync with the current performers and 10 being the highest)
A: I will be assembling it myself so 7. His is 4

9. Have you ever built a desktop before or will this be done by an assembler?
A: Done before, will do this myself too

10. When are you planning to buy the system?
A: 2nd week of July

11. Are you one of the types looking out for "future proof" configurations?
A: 3 yrs would be enough

12. Are there going to be any components that you don't want to include in this new rig? If yes, do mention.
A: No HDD, Monitor, Keyboard, Mouse, Speakers, Case required.

13. Which city do you live in and are you open to buying from shops from other city/states?
A: Pune

14. Mention any other points if deemed necessary
A: PSU might be required. I think what he has is assembled by Apes.

Please include a decent Graphics Card if possible.
No Preference on AMD or Intel. So be free to suggest. He will be buying this with me I guess.

Currently he has a Dual Core E2150 with Intel Mobo with Onboard gfx with 512 MB Ram and needs a boost in performance.

I've heard 6750 is almost equal of 6770 .. Get 4 GB Instead of 2 GB RAM , and a 6750 instead.

Or the 6670 to keep within the 17k budget.

No, HD 6750 is not almost euqal to HD 6770. It is the same difference between a HD 5750 and HD 5770.

Cilus is correct. 6770 and 6750 are nothing but rebranded 5770 and 5750. If OP can get 5770 cheaper that 6770 then there is no problem in going with it. Here are my suggestions:
